This same thing's happening to me. I can't follow anyone new and, more annoyingly, I can't unfollow people. I've tried on mobile web, desktop and via both the official Twitter app and TweetBot on iOS.
This needs addressing!

I am also unable to follow or unfollow anyone. The only exception is a weird one - I unfollowed an unfollower who subsequently followed me back during this problem period, my account followed him back automatically. It's annoying, but not surprising, not to have any official word on this.
Having the same issue for 3 days, yet support looks in no hurry to even say there's a problem.

It's into the third day for me now. I can't follow, unfollow or block anybody. I've tried everything to fix it. Logged out. Revoked access to applications. Changed password. It's the same regarding any Twitter app too. It won't let me follow or unfollow either.
